Elzer studied at the Minverva Academy in Groningen and subsequently took lessons from Jan Altink. Jan Altink played a significant role in his artistic development, and on his advice, he submitted his work for evaluation to the Groningen art society De Ploeg in 1940. In 1941, Ruurd Elzer officially became a member of De Ploeg and settled permanently in Groningen. Ruurd Elzer primarily painted portraits and landscapes, which he painted with a distinctive, loose touch and a bright, colorful palette. Since the early 1950s, his work has been purchased by the Netherlands Art Association and the Dutch government, among others.
