This design is the Dot Light, a well-known lamp by Dutch designer Paul Kets. This lamp is a modern interpretation of a classic Baroque candlestick, executed in a 2D-like silhouette.
These lamps are known for their playful design, in which a historical object appears to have been flattened into a contemporary material.
This Dot Light is made of plastic (such as Perspex or acrylic) and works best with a spherical "head mirror" bulb that completes the illusion of a flame or light source inside the candlestick. A standard globe bulb is pictured on the box.

* Designer: The lamp was designed by Dutch designer Paul Kets. * Year of design: Not entirely clear; I read 2007 and 2020. It was a striking product in the collection of the Dutch brand Besselink Design (formerly Besselink & Jones).
* Concept: The design plays with perception; what appears to be a 3D candlestick from a distance turns out to be a flat, cut-out silhouette of plastic up close. This silhouette is reinforced by the lamp when it is switched on.
Underneath the lamp are very narrow strips of transparent anti-scratch pads.
