Hugo Kaagman (Haarlem 1955) is an Amsterdam artist. Kaagman studied human geography at the University of Amsterdam. In the late 1970s he was part of a creative Amsterdam punk and squatting movement. He was then active as a graffiti artist and received his first official commission from the Municipality of Amsterdam in 1983. Several trips to Morocco and Senegal influenced his work and oriental decorative patterns appeared in it. He managed to mix this in a creative way with Old Dutch craftsmanship and then made passionate use of Delft blue, which he somewhat mockingly called 'Shocking Blue'.
