On March 4, 1873, the Municipal Council of the City of Lyon met to examine its budget. This report is the official document, presented on behalf of a commission composed of Messrs. Bouvatier, Comte, Crestin, Degoulet, Despeignes, Florentin, and Rossigneux. Mr. Despeignes, Secretary of the Council, prepared the report. Printed in Lyon by Typographie et Lithographie de J. Gallet, 2 rue de la Poulaillerie, in 1873. The document is structured into thematic sections: rents and leases, market revenues, public works revenues, with each item featuring a comparison between 1872 and 1873 forecasts, and line-by-line justifications for increases. One can read about the city in its most concrete details: the Cordiers Market Hall, the Grand-Camp lands, the fees for tethering pack animals. A working document, not a library book. It circulated among elected officials, perhaps annotated, certainly consulted. The soft cover is very worn, warped, stained, with frayed edges. The interior is complete, the text perfectly legible, the paper yellowed but solid. A direct testament to Lyon's municipal administration in the aftermath of the Commune.
